Special Meeting Minutes

May 27, 2008

The Tucumcari Housing Authority Board met for special meeting on Thursday, May 27, 2008, at 5:16 p.m. at the Tucumcari Convention Center-Territorial Building. Members present constituting a quorum included Jimmy Sandoval, Jim Lafferty, Antonio Apodaca, Robert Lumpkin, and Jim Witcher.

City and Housing Authority staff present were John R. Sutherland, Jr., City Manager; Jeannette Maddaford, City Clerk; Marty Garcia, Finance Director/Assistant City Manager; and Wilhelmina Martin, Housing Authority Executive Director.

Old Business

RESOLUTION 2008-6 - PUBLIC HOUSING AND SECTION 8 2008-2009 BUDGET APPROVAL. The tabled Resolution 2008-6 was brought off the table after being tabled at the May 22 regular meeting of the Housing Authority. Wilhelmina Martin, Housing Authority Executive Director, presented a revised balanced budget for consideration. She noted that the budget included a 5% increase to employee benefits, an increase to landscaping fees, a decrease in cell phones fees, a decrease in rental fees due to storage unit being dropped, a receptionist position was cut, and she planned a reduction in force for one position due to not receiving funding from several grants. A motion was made by Commissioner Lumpkin and seconded by Mayor Pro Tem Witcher to approve Resolution 2008-6 adopting the 2009 Budget for Public Housing and Section 8. Roll Call:

RESOLUTION 2008-9 - ANNUAL PLAN. A motion was made by Mayor Pro Tem Apodaca and seconded by Commissioner Lumpkin to adopt the Annual Plan by approving Resolution 2008-9. Roll Call:

Commissioner Lumpkin noted that he appreciated Mrs. Martin’s work in preparing a balanced budget.

Mayor Protem Witcher and Mayor Apodaca thanked Mrs. Martin as well.

A motion was made by Mayor Pro Tem Witcher and seconded by Commissioner Lumpkin to adjourn the meeting. Time noted 5:25 p.m. Roll Call:
